Registration & Troubleshooting

What is the difference between Learn Local courses and the other classes and activities you have on offer?

We are an endorsed Learn Local provider offering a variety of pre-accredited government-subsidised courses.

Learn Local courses are aimed towards providing pathways into work and further education (however many participants still join for personal interest and self development!) and as they are government subsidised we are able to offer them at a reduced cost to participants.

Participants in Learn Local courses must meet eligibility criteria (listed in the question below), however our other classes and activities do not have any eligibility requirements unless specified otherwise.

What are the eligibility requirements to join a Learn Local course? Can I join otherwise?

To be eligible for government subsidisation for Learn Local courses participants must be either:
- Australian Citizen
- New Zealand Citizen
- Permanent Resident/Holder of a Permanent Visa
- Have a place of residence in Victoria
- Be aged 17+ and not be attending school OR be under 17 and not enrolled at school with exemption.

An exception is made for eligible Asylum seekers that have been referred by Jobs Victoria Employment Network providers to pre-accredited pre-employment programs.

If you do not meet the eligibility criteria, a further fee is required on top of the original course cost to cover the funding gap.

What information is required to register in a Learn Local course?

Upon filling out a short expression of interest form, we may be in contact to have you fill in our enrolment form and sight a copy of your green Medicare card to confirm your Australian residency. If you have lost your physical Medicare card, a screenshot of your card from the Medicare section of the MyGov website will also suffice. If you have any trouble or reservations sending through a copy we are more than happy to help you out - we can sight your card over the counter at our centre during our office hours.

Why is all of this information required? Where does it go? Is my information safe & secure?

As our Learn Local courses are government subsidised, we are required to provide further information to the Department of Education & Training - we understand that recalling the year you finished high school can be tricky but your best estimates on some questions is fine!

Our enrolments are processed through SocialPlanet, a trusted Student Management System and community development platform used by neighbourhood houses across Victoria.

Refunds & Cancellations

I need to cancel my class or miss a class - what is your policy? Can I get a refund?

We require notice one week (seven days) before a class starts to process a refund minus $15 admin fee.

This is due to our not-for-profit status, as we rely on minimum participant numbers to cover our costs.
Cancellations received less than one week before the commencement of a class, or after classes have commenced will forfeit any monies paid.

Under exceptional circumstances (such as illness with the provision of a medical certificate) missed classes or late cancellations/withdrawals may be refunded or credited/transferred subject to manager approval.

If the same course is being run concurrently by the same facilitator at a different time and there is space available in the class, a 'make-up' class may be permitted at the discretion of the facilitator and manager.

A class I was registered for was cancelled - what is your policy? Why was it cancelled?

We apologise for any inconvenience caused by class cancellations.

While we try our best to minimize cancellations, a range of factors can lead to class cancellations, including trainer illness, COVID-19 restrictions and not meeting our minimum numbers for the class to run.

If a class is cancelled or delayed, a refund or transfer/credit will be made available.

How do I apply for a refund, transfer or credit?

Please send an email through to explaining the circumstances if you are looking to cancel or withdraw from a class.

Participants affected by class cancellations will be sent a refund request form link upon notification of the cancellation as we do not store complete payment details.

Please note that refunds will only be issued by bank transfer and may take up to 7-14 business days depending on your financial institution.

We may also offer a credit towards future classes with us or a transfer into the same program running in a following term.

Location, Transport & Accessibility

Where are you located? What are the options for parking and transport?

We are located inside the Rowville Community Centre located on 40 Fulham Rd, Rowville, next to the Police Station.

We are a short 5-10 minute walk from Stud Park Shopping Centre, which has several buses that commute through it including the 901, 682/681, 900, 754 and 691.

Another option for those who live locally is to use the FlexiRide bus service which can transport you to and from your home to Stud Park Shopping Centre between 6.00am - 8.00pm Monday to Friday.

The centre has ample free on-site parking available to all participants in our activities.

Which room is my class in? How do I know where to go?

If your class is during our office hours of 9.15am - 4.00pm Monday to Friday, you can just walk directly past the first front desk (Rowville Community Centre's desk run by council) and check with our team at the next desk.

If your class is outside of our office hours, a whiteboard will be displayed in front of our office with the rooms for each class listed, and your room will be down the corridor to the right.

I have accessibility needs - does the centre's facilities and programs accommodate for this?

The centre has two unisex accessible toilet rooms as well as larger than standard cubicles available in the male/female toilet rooms.

It has seven accessible parking bays and wheelchair/scooter/mobility aid users will be able to navigate the centre with ease.

We have communication boards on hand for those who need assistance communicating, and assistance animals are always welcome.

The Community Learning Centre values inclusion and we strive to ensure people of all abilities can participate in our programs. If you have a disability or accessibility need that you are concerned about, please feel free to contact us ahead of visiting to ensure we can meet your needs.

Payment, Trial Classes & Joining Mid-Term

Can I try out a class before committing to and paying for a whole term? Does it matter if the class has already started?

We are able to offer $15 trial classes on certain programs, which if you decide to continue with the term the cost will be deducted from your total fee.

We cannot offer trial classes on Learn Local courses however may be able to enrol you into a course that has already started and provide some notes or guidance on what has been taught.

Can I register and/or pay on the day?

We highly recommend registering and paying ahead of time as we need minimum numbers to confirm a class is able to run one week before it's start date. If you intend to pay on the day, please give us advance notice if possible.

We may need to order materials for some classes based on the number of participants, and some classes will have registrations cut off before their start date for these reasons.

After-hours classes (starting after 4.00pm or on Saturdays) must be registered and paid for ahead of time to allow our administration to process your registration and ensure you are included on any attendance sheets.

Can I pay off the fee in installments?

At this time, we typically only allow for one trial class on applicable fee-for-service classes before the remainder of the term needs to be paid.

Please speak with us if you are facing financial difficulty as we may be able to negotiate a payment plan.

Do you have a concession discount?

As we are a not-for-profit organisation that strives to offer our classes as affordable as possible to begin with, we are unable to offer concession discounts on our regular classes.

If you register for more than one Learn Local course with us in a year, we can apply a $10 discount on each consecutive course within that year if you are able to produce either a Commonwealth Health Care Card (holder or named dependant), Pensioner Card (holder or named dependant) or Veterans Gold Card (holder only).

COVID-19 Precautions

Do you have a COVIDSafe plan in action?

Yes, we do! The health and safety of our participants is a priority and we have a COVIDSafe plan in place.

Am I required to wear a mask, scan a QR code or be fully vaccinated to attend activities at your centre?

All attendees are subject to any mask wearing, QR code and vaccination requirements set by the Victorian Government at the time of attendance. The latest guidelines can be found here. As of December 2023, there are currently no restrictions in place.

Please note that we do have spare disposable face masks available at the front counter if you do not have one and would prefer to wear one, just ask!

What do I do if I have symptoms or have tested positive for COVID-19?

We're sorry to hear you're unwell. We recommend to err on the side of caution and take a test if you have any symptoms of COVID-19. If you are testing negative, or have unlying conditions/reasons for your symptoms it may be wise to let your facilitator/class know for their ease of mind, however this is up to your discretion.

If you have tested positive for COVID-19, please contact us to let us know. If you've attended within a few days of your symptoms appearing, we may send out communication to other participants to stay vigilant and test if they have any symptoms themselves. If you have classes scheduled while you have COVID-19, we can discuss if there is any way we can support you.

The current guidelines as of December 2023 are that after four days and no symptoms you may return to your usual activities - some people may test positive for weeks due to the non-transmissive shedding of the virus as you clear it from your system.

I heard I could pick up free RAT tests at the centre?

Unfortunately the state government initiative allowing Knox City Council to help us distribute free RAT tests has now closed, and all stock has been allocated.


Do I need to bring lunch with me?

Please note that we do not have an on-site cafeteria at the centre. There are vending machines available for light snacks and drinks - we also sell bottled water at $1 per bottle at our front desk. Tea and coffee is provided to participants at no further charge.

We recommend bringing your own lunch in for longer classes, however we are conveniently located a short 5-10 minute walk from Stud Park Shopping Centre where you may purchase food from the cafes, food court or supermarkets. There is also a McDonalds, KFC & Red Rooster on the corner of Stud Rd & Fulham Rd.

I noticed that my online class is being recorded. Why is it being recorded? Can I have access to the recordings if I miss a class?

Due to privacy reasons we can not disclose recordings of our classes, however our team will do their best to help you keep caught up with the class with the provision of notes or homework as needed.

We only keep recordings for the following reasons unless we specify otherwise:
Internal Purposes - to review any complaints or feedback that may need to be addressed
Auditing Purposes - to provide proof that courses were conducted in case of auditing by our funding bodies

How do I know what courses & activities will be on offer next term? When will they be open for enrolment?
